 When inflation rates declined sharply during Ronald Reagan’s presidency, most Democrats refused to believe it.
 When budget deficits declined during the presidency of Bill Clinton, most Republicans refused to believe it.
 This partisan tendency to disbelieve provable facts that might reflect favorably on the other party persists to this day, of course. Consider, for example, the refusal among this week’s tea-partiers to acknowledge that President Obama has lowered income-tax rates for most Americans.
