He was a major fundraiser for the governor. He also was a key adviser; according to testimony at the Rezko trial, Blagojevich all but put Rezko in charge of his administration. An influence peddler, but a lobbyist? Who did he lobby for? He was an equal opportunity contributor, also, giving to both r's and d's.
