Budget Cuts and Reality - 2

The other day, I posted this comment about budgets and cuts…here… Budgets

The other thought in this comments is that are they really cutting from the latest actuals or are they cutting from a new, higher request?  It’s not uncommon for organizations to submit budget requests that are higher than current spending levels.

Then during the budget review process, “cuts” are made to bring the new budget in line with current spending.  So of course, the crying starts…”they’re cutting my budget”…but are they?

We get lost in knowing which reality we’re being told about….
