		<description>The Wisconsin State Journal's headline is a little misleading.  They're talking about what &lt;i&gt;could&lt;/i&gt; happen, not what did.  From the article:

&lt;blockquote&gt;But how Wisconsin gained the top ranking is important: Its manufacturing employment declined but at a lower rate than that of previously top-ranked Indiana.&lt;/blockquote&gt;</description>
