- This is how it was prior to the 1980 cut-off amendment, which Quinn originated. He claimed it would eliminate corruption and streamline government when, in fact, it superpartisanized an ever increasingly corrupt government. Prior to 1980, downstate was better represented and neither Party was out of touch with any area or beliefs within the state.</description>
