With United Way layoffs, is the truancy ‘collaborative’ history?

My Sunday column deals with the fight against high chronic truancy rates in the Rockford School District. It seems that Mayor Morrisseys vaunted anti-truancy collaborative is stalled, out of gas and dormant. Are there better ideas out there?
